HRC Begins Pre-K Initiative

From a Greenfield Human Rights Commission (HRC) press release:

On Monday, April 8, 2013, at 6:00 PM in the Greenfield Town Hall meeting room, the Greenfield Human Rights Commission will initiate an Early Childhood Education Initiative based upon President Obama's proposed universal Pre-K program. This entails, among other parts, Universal Pre-School, increased support and eligibility for Head Start, Early Learning Challenge Grants and Child Care Development Block Grant programming. The Commission will begin a process of educating the community about the pending legislation proposed by the President, potentially advocating for it among our representatives in the Congress and highlighting the needs of our own community in this regard. Specifically the needs of Greenfield families and the children of Greenfield who may benefit from such programs in both the short and long term.

The special guest of the Commission on Monday, April 8th, and featured speaker, will be John Lunt, chairperson of the Greenfield School Committee. It is anticipated that discussion will ensue regarding the following as it relates to Greenfield children and schools;

- what voluntary, universal Pre-School for all under the President's plan would mean for Greenfield;

- how Greenfield may envision quadrupling the number of eligible children for Early Head Start and an increase in Head Start funding;

- the efficacy of Early Learning Challenge Grants to provide state funding to support child care and early education;

- a review of Child Care Development Block Grant Programs ( CCDBG ) which provides critical support to low-income families to pay for child care;

- a review of the Child and Dependent Care Tax Credit - the President's plan will reform the Child and Dependent Tax Credit by making it refundable and allowing low-income families to receive up to a 50 percent tax credit for child care expenses.

The Commission seeks and encourages the input of both Greenfield and Franklin County residents at its meeting on Monday, April 8, 2013, at 6:00 PM in the Greenfield Town Hall meeting room.
